is there a actual list of IP/Players which are known hackers in SoF ?

TCL has a ban list on the site. But I think it's only names and no IP numbers.
The IP from Trunks is posted in the CPL forum.
He is Dutch ,but I don't think you can trust IP numbers. Many people change provider when they can make a deal with it.

Just ask for past clans and ask around for info about him/her. There are no new players in SOF. So don't believe when people say they are new.
